Big irrigation dams are a bad idea (except for dams that don't obstruct water flow, for hydroelectricity). Small water retention systems are far better at raising local water tables. It's one of those lessons we have learned over decades, but haven't been internalized or implemented properly.

Rain water harvesting systems is in individual control. My society didn't have it before but we put pressure on the MC to get it installed

Mumbai and Pune have been relatively stable in terms of water supply by building reservoirs in the western ghats but one cannot stop, reservoirs are part of long term planning and Maharashtra needs to build a ton of reservoirs, instead of 1 years worth of supply as it stands now, steps should be taken to aim for 2 years worth of supply. We are lucky there’s literally unlimited water in the ghats, just needs to be harvested.

We in Mumbai thought 2023 was bad year with rain but 2024 is more worse as there is hardly any rain till 6th July. Conversion of El Nino year towards La Nina has happened and we see huge rains all over India but the Western belt and rain shadow region is suffering. Nashik is more worse than Pune. Ahmednagar further more bad. Rain patterns are changing so some powerful nations are making it change by fiddling with the nature. Some nations could be hell bent to bring India on its knees by impacting our rain clouds. Study HAARP related stuff also.

Let me correct you, Mumbai gets BMC supply for 2 hours or even 20 minutes in some areas. The colonies and societies have large underground and in some mid sized building storage tanks on top of the buildin. These tanks are filled by the society and the water is on 24 hours. I am talking about 10-30 thousand litres tanks. 
On top of it each house has 1000 litres two or sometimes even 3 tanks for household or emergency. 
Mumbai enjoys 24 hrs water irregardless and actually treated water unlike the hard water in Pune.

I discussed this with couple of people and observed that People are not worried about it since their society doesn't have any issue. They face issue in summer but they are okay with that.

Depends on the area, building, how well maintained things are. Not all areas in Pune have 24 hours water supply from municipality,there are timings followed. Most Residential buildings have 24hrs supply of utility water.

Water mafia's are still active during summer. PMC is worst. PCMC at least working to avoid water scarcity in summer by supplying water on alternate days. In PMC controlled areas if they supply water little late or no water for a day people come outside on road in search of water. The conditions on ground zero is worst.
